Google's own help page lists Iran among the countries where Google Ads is not available. The same page says an account caught by sanctions is suspended without prior warning and that "no grace periods or exceptions are possible".
Now look at what Google returns in Iran for the Persian phrase meaning "advertising on Google". The first eighteen results are Iranian sites selling or teaching that service. Google's own site is nineteenth.
What the policy page actually says
This is lifted from Google's own help centre rather than from anyone's commentary:
Three sentences on that page carry practical weight. Google is obliged to comply with sanctions administered by the US Office of Foreign Assets Control, and as a result Ads is not available to advertisers in the listed countries. If an account is affected, Google notifies by email and there are no grace periods or exceptions. An appeal exists, but accounts are reinstated only "in compelling circumstances, such as in the case of a mistake".
Read that third sentence carefully. The appeal is designed for someone wrongly identified as being in a listed country, not for someone who genuinely is in one.
So what are those eighteen companies selling
On 15 August 2026 we pulled Google's results for that query to depth twenty, from an Iranian location. The composition:

We are not saying those companies are acting illegally, and we could not say it, because we know nothing about how any of them is incorporated. What can be said is that what is being sold is access to a service Google's own document says is unavailable to an advertiser in that country, and the suspension risk lands on the account holding your money.
The question that settles it
The question to put to any reseller is simple and the answer tells you everything: in whose name and in which country is the account created, and what happens to the remaining balance if it is suspended. A vague answer is an answer.
Why we are the ones writing this
Full disclosure: we sell SEO, and SEO competes directly with paid search. So this is written by an interested party and you should open Google's help page and read it yourself.
There is one thing that separates us from the standard SEO pitch, though. We do not always say SEO is your answer. The difference in this specific market is that the fast alternative is not Google Ads.
What is genuinely available
For a business operating from Iran that wants to be found, three routes are open and each has its own ceiling.
Organic Google results. The sanctions do not extend to organic search; Google crawls and ranks Iranian sites. It is slow and takes months, but there is no account to suspend and the traffic does not go to zero the day you stop paying.
Domestic ad networks. Iranian advertising platforms such as Yektanet place ads across Iranian sites and bill in rial. They do not replace Google Ads, because they cannot capture intent at the moment of a search, but their accounts cannot be suspended over sanctions.
Domestic platforms that have their own search. If you sell physical products, a large share of buying intent in Iran never touches Google and happens inside marketplaces and price comparison engines instead.
The calculation that changes the decision
Here is a piece of arithmetic that rarely gets done. Paid clicks go to zero on the day you stop paying. Investment in organic results does not go to zero when you stop; it decays slowly.
The two channels are therefore different kinds of cost: one is rent and the other is construction. If paid search were available to you, running both would be the right answer. When one of the two can be zeroed by a single suspension email, the mix stops making sense.
And here is what we honestly do not know: we have no citable figure for how many Iranian-operated accounts have actually been suspended, and nobody publishes one. What we know is the text of the policy, not its enforcement rate. If someone tells you "we have had no problems for years", they may be telling the truth, but that means it has not been enforced against them yet, not that it is permitted.
If you already have a live account
Two practical moves. Keep the account balance low, because what sits in the account is not recoverable in a suspension and it is the only part genuinely under your control. And export your data and keep it. The keyword list that converted for you, the ad copy that earned clicks and the landing pages that worked are all assets with value independent of the account.
That keyword list is the valuable one. It is exactly what Persian keyword research takes months to assemble, and you bought it with real money. A term that converted under paid clicks is the best possible candidate to target organically.
Where this analysis does not apply to you
If your company is genuinely incorporated outside Iran with banking and a legal presence there, this restriction is not your problem and you should use paid search like any other business.
The same goes if you are reading this from Turkey, the Gulf or anywhere else not on that list. The list is short and specific, and the point that travels is the second half of this article rather than the first: check a platform's own country policy before you build a channel on top of it, especially when you are buying access through an intermediary.

What does advertising on Google cost? Everyone asks this and for an advertiser in a listed country it is the second question. The first is whether the account survives. Cost per click only means something once you are confident the account is still open next week.
How do I advertise on Google? If you are outside the list, open an account directly with Google Ads. If you are inside it, the honest answer is that there is no official route, and every unofficial one carries the risk on the account holding your money.
What is the difference between SEO and Google Ads? Where the money sits and where the risk sits. Paid search is fast and ends when payment stops; SEO is slow and persists. In this particular market a third difference gets added, and it is what this article is about.
