None of the three large makers we have recorded so far (Anthropic, OpenAI and Google) list Iran among their supported countries, and we read that on their own pages rather than guessing it. So this list is empty today, and the emptiness is itself the answer.

Why this list is empty
The membership rule for this page is simple: a tool whose access from Iran is marked open or partial. Marking it carries a condition, though. We have to be able to say how we know. So far all three makers recorded in this reference leave Iran off their own supported-countries lists, so none of them meets the rule, and the list is empty.
We could have put ten names here under a line about working "with the right tooling". That is what many pages do, and it is why they are worthless. An empty list that explains itself helps you more than a full one with no sources.
What we know, and can point at
Anthropic publishes two separate country lists, one for the API and one for claude.ai, and Iran is on neither. OpenAI writes on its supported-countries page that access from outside the list can get an account blocked or suspended, and Iran is not on the list. Google lists the available regions for the Gemini API and AI Studio, Iran is not among them, and it points readers outside the list at Google Cloud. All three links sit at the bottom of this page.
What this page does not do
We do not sell accounts, we take no commission from any intermediary, and we do not write circumvention guides. The reason is both ethical and practical: an account opened around a country restriction can be closed, and the money paid for it does not come back. Anyone guaranteeing otherwise is guaranteeing it at your expense.
One thing here has changed. We first wrote that we would not name intermediaries, and in practice that sentence sent readers away empty-handed to the very pages that write down neither a risk nor a source. Our own next step
What we still lack is independent network measurement: sitting on an Iranian connection and seeing which domains answer and which do not. Until that is done, the access column in this reference rests on the makers stated policy, and it says so plainly wherever it appears. When it is done, the date will print on every page.
