What ElevenLabs builds
ElevenLabs is the best known name in AI voice and carries more than ten models: text to speech, speech to text, voice changing, sound effects and music. For a Persian-speaking reader one fact matters more than the rest: Persian appears on the language list of v3 only.

Which model reads Persian
ElevenLabs has three main text to speech models and their language lists are not the same. v3 carries 74 languages with Persian in it as fas. Flash v2.5 carries 32 and Multilingual v2 carries 29, and Persian is on neither.
The problem is that Flash v2.5 looks like the attractive option: 75ms latency, a 40,000 character limit against v3 5,000, and a lower price. Someone picks it, feeds it Persian, gets a poor result and concludes the problem is ElevenLabs. The problem is the model choice.
The free plan does not give you what you think
The free plan carries 10,000 credits a month, which is enough to try things. But their own pricing page says it has no commercial licence and no voice cloning.
So you can test a whole project for free, pull the audio out, and only then discover you had no right to use that output in paid work. Instant cloning starts on the Starter plan at $6 and professional cloning on Creator at $22, and the commercial licence arrives on those same tiers.
It is not only voice generation
Scribe v2 is their speech to text model and its language list runs past ninety, far more than the voice models from the same company. The realtime version carries about 150ms of latency. Beyond those there is a voice changer, a sound effects model and a music model.
So if your job is transcribing a Persian interview rather than voicing one, go to Scribe and not to the models in this table. That is a different task with a different language list.
Its terms name Iran
The export control clause in the ElevenLabs terms of use has the user warrant that they are not located in a country under US economic sanctions, and Iran is written into that list. We read it on that page.
We sell no accounts, refer no intermediaries and describe no way around it. If you want an answer that lets you use this officially from Iran, the answer on this page is that we do not have one for this maker.
What it is good at
- The only maker in this category that offers building a new voice from a sample with a commercial licence
- v3 carries a 74 language list with Persian on it

Where it falls short
- Persian is on the v3 list only. The other two text to speech models do not carry it, and one of them is the more attractive default.
- The free plan has neither a commercial licence nor voice cloning, so free test output cannot be used in paid work.
- Its terms of use name Iran in the export control clause.
- It names no Persian-specific voice, so Persian is read in a voice that was not built for it.
Our take
For Persian voice work it is the only option that has both the language and a custom voice, provided you set the model to v3 by hand and know that the free plan grants no commercial rights.
