The short answer
If two sites are linked to by the same sites, they operate in the same space even if no report shows a shared keyword. This tool measures that overlap, and because link data does not depend on country, it works for .ir domains exactly as it does for any other.
This tool was built for the exact problem SEO competitors could not solve in the Iranian market. There the basis is ranking keywords and that data does not exist for Iran, so the output stays empty. Here the basis is links, and links are the same links regardless of which language a site writes in and which country reads it.
Its second value is finding competitors you did not know about. Sites that share many linking domains with you are often the ones introduced in the same forums, appearing in the same directories and reaching the same audience, even if you have never heard their names. For small and specialised markets this is usually the most accurate definition of a competitor.
